A very large corporation is firmly established as a leading international tobacco company with products sold in over 160 countries worldwide. They currently have around 35000 employees and operate in 46 manufacturing sites across the globe. One of their subsidiary companies (in business since 1918) operates production facilities in the Dominican Republic, Honduras, Puerto Rico, Florida, Virginia and Pennsylvania with affiliations in Mexico and Nicaragua, and employs over 5000 employees worldwide. Their “premium name” cigars are highly respected worldwide. This top notch company is currently looking to hire an experienced Human Resources Manager for their operations in PA.

  • Leads the HR and Labor Relations functions for the facility and is a member of the key management group.
  • Provides expertise in the area of positive employee/labor relations, collective bargaining strategy and negotiations, collective bargaining agreement interpretation/compliance/grievance handling, etc.
  • Coaches managers/supervisors in understanding labor contract and legal issues, and is an advocate to all employees and management. 
  • Ensures a positive working environment where employee are treated equally and fairly and that communication is effective.
  • Responsible for performance management, developing succession plans and development of employees. 
  • Manages rewards and recognition and benefits programs developing cost control procedures to assure maximum coverage at the least possible cost to company and employee. 
  • Responsible for all staffing activities including sourcing, interviewing, offer preparation for recruiting and retaining top talent. 
  • Champions key HR and Labor Relations projects and encourages a culture of continuous improvement. 
  • Works in concert with Corporate and Regional HR Leaders to provide balanced programs at the facility consistent with corporate strategy and objectives.
  1.  Formulates and recommends HR policies and objectives for the facility.
  2. Responsible for the supervision of the Factory’s staffing program including sourcing, recruitment, placement.....
  3. Lead HR and succession planning, assuring key roles will be filled with qualified candidates in compliance with Equal Employment Opportunity regulations.
  4. Protects interests of the employer in accordance with the company’s personnel policies and appropriate governmental laws and regulations such as F.M.L.A.; O.S.H.A.; E.R.I.S.A.; F.L.S.A.; A.D.E.A.; A.D.A. COBRA;  NLRA, Workers’ Compensation, etc.
  5. Leads the strategic partnership between management and labor representatives to continually seek positive resolutions of labor relations issues including contract negotiations, contract administration, grievances, etc.
  6. Responsible for compensation and benefit programs for the facility.
  7. Assures company compliance with provisions of Retirement Benefits according to the Employee Retirement Income and Security Act.  Supervises preparation of reports and applications required by law to be filed with federal and state agencies. 
  8. Member of CBA negotiating team responsible for the development of company bargaining proposals for employee benefits and analyzes union benefit demands.  Obtains and prepares cost data for company and union proposals and final settlements.
  9. Assures compliance of O.S.H.A. record keeping requirements and training documentation.
  10. Works in concert with the Factory Manager in the coordination of training and education programs.
  11. Responsible for the publication of the Company Newsletter and regular Employee Communication planning.
  12. Functions as a key individual in the implementation of process improvement teams.
  13. Functions as a Company liaison for community events as requested.
  14. Performs other tasks as assigned.
  • Bachelor of Science Degree in Business or Human Resources preferred; Master’s Degree preferred. 
  • HR Certification (SPHR) certification required for this role.
  • Eight or more years of Generalist Human Resource management experience in a Union represented, Industrial setting required. 
  • The ability to present facts and recommendations effectively in oral and written form a must; computer skills required.
  • Lean Manufacturing experience a plus.
